The council record indicates the city will provide a 20% local match for the construction phase; a construction timeline in earlier planning called for construction funding and work in 2026.
Council members discussed project scope and asked engineering staff to reconfirm cost estimates and to verify whether HRC, which prepared earlier grant and funding applications, was the most qualified firm. City engineering told council HRC had helped prepare the federal aid application, was familiar with the previous project work and was the logical lead for timely design so the city can meet the bidding schedule for 2026 construction.
The resolution authorizes mayoral signature and the contract to proceed; council members asked staff to provide regular updates to council and confirmed the April action was limited to engineering work, not construction contracting.
