Troy City Zoning Board postpones two variance hearings to May 20

The Troy City Zoning Board of Appeals voted during its meeting to postpone two variance items — one for 3991 Crooks and a request affecting 363 West Big Beaver — to the board's next scheduled meeting on May 20.
Board action came after staff and the applicant said one applicant had requested more time and an architect for the West Big Beaver project asked for the case to be heard when a fuller board could review it. The board amended the agenda to remove item 5a (3991 Crooks) and later granted a postponement for the 363 West Big Beaver variance after motions and recorded votes.
The 363 West Big Beaver request seeks a variance to allow a residential apartment tower addition to be set back 0 feet from the rear property line where the zoning ordinance requires a 40-foot setback. City staff told the board the property had appeared before the Planning Commission for a preliminary site plan review on Jan. 28, 2025; the Planning Commission did not act on the project because it requires a variance and therefore only provided comments. Marosic Architecture's project architect John Marosic addressed the board and said he preferred the item be postponed: "I respectfully request to postpone to the next board meeting," he said.
Earlier in the meeting the board discussed public-notice options after an email from the applicant for 3991 Crooks said the applicant was recovering from an operation and asked for a postponement. Vice Chair Mister Desmond moved to amend the agenda to remove item 5a and postpone it to the May 20 meeting; Mister Green seconded. The board voted in favor of the amendment.
A separate motion to postpone the 363 West Big Beaver item was made by Mister Fox and seconded by Vice Chair Mister Desmond. Board members voted to grant the postponement after brief discussion about whether to proceed with the hearing without a full complement of seven members; staff noted the board has discretion to proceed with a quorum but accepted the applicant's request.
In communications, Mister Fox reported that the Planning Commission and Troy City Council have scheduled a joint public meeting to discuss a potential new library at the Troy Public Library on Monday, April 28 at 6 p.m.
