The Livonia City Planning Commission recommended approval of a temporary carnival sponsored by the Livonia AM Rotary Club at 29507 7 Mile Road (the former Sears parking lot). The commission’s approving resolution allows the carnival from May 19 through June 8, 2025, with stated hours and safety, permitting and siting conditions; the recommendation will be forwarded to city council for final approval.
Planning staff described the event as the annual Rotary carnival to be operated by Wade Shows Inc., with an approximately 660‑by‑320‑foot footprint in the Sears parking lot. The carnival plan divides the site into an RV/truck parking and storage area (west) and the carnival midway (east), and places the north limit at the main drive aisle across the Sears lot. Proposed hours are Monday–Friday 4 p.m.–11 p.m. and Saturday–Sunday noon–11 p.m.; the operator said setup would begin May 19 but the carnival would open to the public on May 22 and be broken down by Monday, June 9.
Agency reviews attached routine safety and operational stipulations. The fire marshal required that all rides be certified and stickered as compliant by the state of Michigan and verified by the division prior to public use; that certified fire extinguishers be accessible for each amusement ride; and that food trailers with suppression systems be certified and tagged. The inspection department said permits and inspections are required and a pre‑event meeting with inspection, the fire marshal and emergency preparedness must occur before permits are issued. Wayne County permits would be required if carnival activities affect the 7 Mile or Middlebelt rights‑of‑way.
Operator representative told the commission the event is a long‑standing Rotary fundraiser and confirmed on‑site dates and the opening date. "We won't actually open the carnival until Thursday, May 22," the petitioner said.
The approving resolution confines activities to the mapped area; requires rides, booths and equipment be at least 60 feet from the 7 Mile and Middlebelt right‑of‑way; sets the temporary RV/vehicle staging area no closer than 60 feet from the 7 Mile right‑of‑way; sets the hours of operation as noted; requires permits and a pre‑event meeting; and requires compliance with state ride certification and fire‑safety rules. The commission voted in favor; the recommendation will go to City Council for final action.
