Bond program moves to project planning; oversight committee to begin work

The district’s bond program entered a planning and investigation phase Monday as staff, architects and program managers began a closer look at school sites and athletic fields now that bond proceeds are available.
Bond manager David Hobbs told the board the district completed the bond sale and has funds available; architecture and engineering teams toured phase‑two elementary schools and the district visited peer districts’ career‑technical education facilities to inform design. Hobbs said drainage and subsurface investigations are ongoing for Pioneer Stadium and the high‑school athletic fields; some field work could begin late this summer pending city permitting.
Hobbs said the district has signed a program management contract with OTEC and that a community bond oversight committee of 14 community members and two students will begin meeting March 31. "Their role is really financial oversight — making sure that we are spending our money as we said we would," Hobbs said. He noted the district must meet a requirement to spend at least 85% of bond proceeds within three years of sale (March 2028) and that the oversight committee will provide independent updates to the board.
Hobbs also said the district will present agreement documents related to the Awesome grant funds at a future board meeting; the oversight committee will provide reporting for those expenditures as well.
Board members who attended a recent facilities meeting praised the level of investigative work and the early coordination with coaches and athletics staff on field options. Hobbs said the program will return with scheduling, permitting and cost detail as design work advances.
