District awards $483,646 playground replacement contract to local bidder

The vote followed a presentation from district staff and discussion of schedule and costs. Leland, a district staff member who presented the bids, told trustees the district received two bids and favored Apollo because its crews are local and the company’s price was lower than the out‑of‑town competitor. Director Wheeler moved to approve the low bid; Director Ayers seconded the motion. The board approved the contract by roll call vote.
Board members and staff said they expect work to start May 1 at Cody Elementary and for the bulk of the construction to be finished before the next school year begins. District staff noted most playground equipment has already arrived and that ordering early led to an estimated 30 percent savings on the equipment purchases.
Officials said the overall playground project has raised about $2,580,000 to date and that current project costs are roughly $2.6 million — about $50,000 over the fundraising total. Staff said some scope changes (fewer asphalt/concrete fills) may reduce that gap and that they are monitoring schedule and contractor performance closely given delays experienced in prior phases done by a different, out‑of‑town contractor.
Trustees discussed logistics for keeping playgrounds and community events separate while work proceeds and asked staff to ensure the local contractor understands timing expectations and finish dates. Director Brockman thanked staff and volunteers for persistence bringing the project to bid and said the removal of pea gravel and the installation of accessible surfacing will improve inclusion and safety.
The board’s approval authorizes district staff to proceed with the Apollo Excavating contract for the 2025 Cody Elementary, Forest Grove Elementary and Hopewell Elementary playground replacement project.
