Salina USD 305 board approves handbooks, bids, policy updates and administrative contract renewals

Board members voted 6-0 to adopt the meeting agenda and to approve a consent packet that included minutes, personnel and financial reports and a list of encumbrances and contracts. The packet listed vendor amounts included in the public record: GoGuardian annual renewal to CDW-G for $58,960; roofing work to Ray Roofing for $110,985; two freestanding shade structures to Constructive Playthings for $22,393; Kitchen 2 Cougar Freezer remodel bid to Pond Construction for $908,057; Lakewood Middle School boiler replacement to American Boiler Mechanical for $241,100; Sunset Elementary flooring to Star Flooring for $100,814.67; a vehicle purchase for Heartland Education Center (including trade-in) to Home Automotive Center for $24,302; and several school fundraising and grant application approvals. The consent motion passed on a single vote (motion carries 6-0).
On policy and handbook matters, the board approved the recommended revisions presented in a second reading. The board voted 6-0 to adopt the 2025–26 athletic handbook updates after the athletic director described coaching allocations and participation trends. The board also approved the Chromebook student handbook (no changes recommended) and accepted projected nonresident enrollment seat counts and timelines (application open through June 15, notification by July 15) by unanimous vote.
Following discussion, the board moved the elementary, middle and high school building handbook revisions into the action agenda and approved them. The middle- and high-school changes included replacing old “days”‑based discipline charts with an infraction-based discipline-action chart and clarified promotion/retention language; the elementary handbook removed a transfer-request section and added a discipline-infraction outline to align language across levels. Each handbook motion passed 6-0.
After two executive-session periods for employee negotiations and a short personnel session, the board returned to open session and on the final recorded action approved renewal of administrative contracts by a 6-0 vote.
