Board approves facility and equipment contracts, upholds hearing officer report

The Kansas City, Kansas Board of Education on Thursday approved a series of low bids for school equipment and facility repairs and accepted a hearing officer's report after an executive session.

The contracts approved by the board cover fiber replacement, drinking fountains, turf replacement and a package of building repairs. The board approved each contract by roll-call vote; the publicly recorded votes on each item listed the same members voting in favor. The board later recessed to executive session to discuss nonelected personnel under the Kansas Open Meetings Act and, upon returning to open session, voted to approve the hearing officer's report.

Why it matters: The purchases cover multiple school facilities across the district and include safety- and operations-related work that will affect students' daily learning environments and the district's maintenance schedules.

- Stadium concrete repairs and deck coating (Nennell Restoration) and building envelope repairs (MTS Contracting): The board accepted the bid(s) listed in the solicitation: Nennell Restoration and MTS Contracting for work at Washington High School and other sites (transcript lists Nennell Restoration amounts as $300,700 and $3,374,734 for concrete repairs and deck coating and MTS Contracting at $310,300 for exterior envelope repairs at Quindaro, Grant and Washington); the board approved the items as submitted by the director of purchasing and recommended by the superintendent. Discussion and process notes: Most procurement items were presented as recommendations from the director of purchasing and the chief operating officer and carried no prolonged public debate during the meeting. Several items presented as "new business" (for example, the tilt-top gas kettle solicitation at Arrow Middle School and a dishwashing machine solicitation for Wyandotte High School) were described as informational and scheduled to return with final bid results at a later board meeting. Board members were directed to route questions about solicitations to the director of purchasing or the superintendent.

Next steps: Staff indicated that outstanding documentation (bid tabulations, specification sheets and recommendation memoranda) would be supplied at the next meeting or on request to board members.
