Beaverton SD 48J and bargaining representatives debated proposed edits to Article 21 that govern internal hiring interviews and feedback to applicants.
The district proposed changing a required clause that said an administrator must interview at least two qualified employees, replacing the strict requirement with language that encourages interview panels to include multiple qualified internal candidates. District staff said the change is intended to reduce redundant interviews when an employee has recently interviewed for a similar position, and to permit efficient use of interview time while preserving coaching and feedback opportunities.
Union members argued standard practice is to interview “n+1” candidates — for a single opening, at least two interviewees — and asked why the district would remove the requirement. The district replied that the practice remains to interview multiple qualified candidates and that the proposed language preserves opportunities for internal applicants to request feedback if they are not selected. A district speaker also described adding language that allows applicants chosen to fill a job to request feedback and coaching to improve future prospects.
The parties agreed to retain the emphasis on retention and coaching, and to continue caucus consultation; no final agreement was recorded in the session.
