Beaverton School District 48J presented proposed edits to Article 13 (Leaves of Absence) that remove lengthy, contract‑embedded summaries of family‑ and medical‑leave statutes and replace them with a general reference to state and federal law.
District presenters said the contract previously spelled out detailed provisions for family and medical leave that have since changed at the state level; rather than attempt to restate lengthy statutes — which can be misleading or incomplete when summarized — the district proposed a concise line: employees shall be provided family and medical leave in accordance with state and federal law. A district representative pointed to recent changes (for example, Paid Leave Oregon and OFLA updates) as the reason the contract should avoid duplicating statutory language that may quickly become out of date.
The draft also updated titles (for example, replacing “administrator personnel” with “designated human resources administrator”) and added a reference to Paid Leave Oregon where appropriate. Bargainers emphasized the change is intended to make the contract simpler and less likely to misstate legal entitlements; they also noted the tradeoff that the contract will point employees to statutes rather than providing detailed in‑contract entitlement descriptions.
No formal agreement was recorded; negotiators planned to review the wording in caucus and consider whether additional clarifying language should be added for employee accessibility.
