Committee advances bill to make Ada County Highway District elections partisan and countywide after hours of testimony

The House State Affairs Committee voted 12-1 on Wednesday to send House Bill 471 to the full House with a due-pass recommendation, advancing a proposal to change how Ada County Highway District commissioners are elected.

The bill would keep geographic subdistricts for where commissioners must live but move elections to partisan contests decided by countywide votes rather than by voters within each subdistrict. Representative Boyle presented the bill and said it "creates better accountability" and would put "locals back in control." Representative Palmer moved the due-pass recommendation.

Supporters told the committee partisan elections would increase transparency and let voters see candidates’ ideological stances. Doug Taylor, a Meridian City Council member, said partisan contests provide "a baseline understanding of a candidate's approach" and noted ACHD's budget size, saying voters should know a commissioner's philosophy before entrusting them with large spending decisions.
