Two repair options advanced for collapsing culvert under Runway 21; estimated cost $4.2M–$6.5M

City staff and the Graham Municipal Airport board reported that they evaluated eight repair methods for a failing culvert beneath Runway 21 and have downselected two “best-value” options for further refinement by the consulting engineer.
The city manager said the currently estimated total cost for the two methods ranges from $4,200,000 to $6,500,000. He noted TxDOT Aviation may cover up to 90% of project costs if the city prepares a viable project application and meets program requirements. The airport board directed staff to have the consultant further develop the two options and return with a recommendation.
Staff said the evaluation included longevity, cost, and construction time; the airport board prioritized both durability and speed of implementation. The city manager and airport staff also noted that engineers originally scheduled to attend a planned public kickoff could not make the set date and that the public workshop will be rescheduled.
No funding appropriation was adopted at the meeting; staff said they will return with refined design alternatives, cost estimates, and funding recommendations for council consideration.
