Council delays vote on architect selection for DPS bond projects, asks for more RFQ detail

Councilmember Kelly asked the council on April 7 to remove agenda item 5C—approval of Resolution R2025-017, the contract with Randall Scott Architects for architectural services on 2024 DPS bond building projects—from the consent agenda and to delay action for one week so staff could provide more information on the RFQ respondents and selection criteria.
City staff explained the procurement used a request-for-qualifications (RFQ) process, not a sealed-bid pricing process, and that state law prohibits requesting price proposals during an RFQ. Staff described RFQs as comparable to a firm resume and said the evaluation committee used criteria that included experience, project approach and references; location and specialization in police and fire safety construction were also considered.
“An RFQ is essentially…a resume,” a city staff member said. Staff told council they interviewed three firms and would provide a summary of the evaluation criteria and the respondents’ highlights in the packet before the next meeting.
Councilmember Kelly said he was not challenging the selection but wanted greater transparency on the 18 firms that responded and the differentiating factors used in choosing the finalist. Council voted to postpone the resolution until the next council meeting; the motion to table passed 7–0.
No contract award was finalized at the meeting.
