Resident says she filed Texas Ethics Commission complaint, urges transparency

Autumn Levinsky addressed the council during public comment on April 7 to say she had filed a sworn complaint with the Texas Ethics Commission and to urge equal transparency standards for candidates, elected officials and city employees.
“We are in the midst of election season, and full transparency always remains,” Levinsky said. She told the council she filed a complaint on Feb. 28 alleging campaign-finance irregularities, and that on March 6 the commission accepted jurisdiction and began an investigation. Levinsky said she later learned the commission had dispositioned some complaints and that notice of disposition procedures are confidential to the commission, but that a complainant may discuss filing and the contents of their complaint.
“If the complaint was dismissed without recourse, it is pretty well known that we would have heard about it,” Levinsky said, urging the city and candidates to ensure consistent public disclosure. She suggested the city could benefit from a local publication that would “furnish this information for dissemination.”
Levinsky did not identify specific respondents or outcomes beyond her description of the TEC process. No council action was taken in response to the comment.
