Council then approved three related resolutions establishing a local-bidder preference for recent vehicle awards: Resolution 2025-23 (cemetery truck), Resolution 2025-24 (inspections department truck) and Resolution 2025-25 (water department truck). Staff said the city is also rewriting its purchasing policy to add a formal local-bidder-preference process so the council will not need to adopt separate resolutions for each local award going forward.
