Council approves rezoning of 805 North Olive Street from R-1 to duplex (DPT-2)

Seguin City Council approved, on first reading, an ordinance to rezone the property at 805 North Olive Street (Property ID 16480) from single-family residential (R-1) to duplex high-density (DPT-2). The request follows a Planning and Zoning Commission recommendation for approval by a 7–1 vote.
Pam, planning staff, told the council the lot is vacant and that the future land-use plan for the area is "traditional neighborhood," which allows a mix of single-family and duplex uses. She said the parcel’s depth prevents further subdivision, so only a single duplex could be built on the lot under DPT-2 zoning.
Council members questioned practical impacts including parking and potential for rental use. Pam said duplex zoning requires four off-street parking spaces (versus two for single-family) and that lot depth should allow a design meeting setbacks. She noted the zoning code does not regulate whether a unit is owner occupied or rented.
Concerns from nearby residents at Planning and Zoning centered on density and parking; Pam said the Planning and Zoning Commission considered those objections before recommending approval. A public hearing at council produced no speakers.
Councilmember Levens moved to approve the zoning change; Councilmember Biesenbach seconded and the motion carried on a voice vote.
