Tompkins COG backs Tompkins County Legislature request to expand IDA board; resolution introduced and approved

The Tompkins County Council of Governments on Wednesday introduced and approved an amended resolution asking the New York State Legislature to enact home rule legislation expanding the Tompkins County Industrial Development Agency (TCIDA) board of directors from seven to nine members.
The council’s amended resolution endorses language the Tompkins County Legislature adopted on Feb. 18, 2025, that recommends the expanded at-large seats be filled to reflect a range of community interests — including representation from urban and rural areas, school districts, municipal taxing jurisdictions, organized labor, finance and banking, development and construction, and economic development — and be appointed consistent with New York State law.
The council removed an earlier version of the resolution from consideration and introduced the amended text. A member moved to introduce the new resolution and a second was recorded; the motion carried following a voice vote. The resolution directs that copies be forwarded to New York state senator Leah Webb, New York state assembly member Anna Kelles and New York state governor Kathy Hochul.
Supporters said the amended language balances concerns raised at prior meetings about preserving particular seats, such as labor and the city’s representation, while broadening input from other county interests. One council member described the update as a “reasonable compromise allowing varied community interests valuable input in IDA decisions.”
No formal vote counts were recorded in the meeting minutes beyond the voice vote outcome; the council clerk recorded the motion as carried. The resolution text and the county legislature’s related February 18 resolution will be forwarded to state elected officials for consideration as home rule legislation.
