On the Port Sulphur water-treatment plant project, the council approved an amended estimate and funding change. Officials said the clear-well replacement will increase capacity from about 35,000 gallons to approximately 50,000 gallons and that temporary tanks will be required while the clear well is offline. The Port Sulphur item was amended to designate emergency funds; the council approved the ordinance as amended.
Council also approved a Waterlawn extension project (Cedar Grove to Oakville) with a construction-cost estimate of $1,800,000 to be requested through the Louisiana Department of Health (emerging-containment loan); the council recorded the funding change for prospective grants. Several related capital amendments passed on roll-call votes recorded as 9–0.
Administration and project staff explained the clear-well increase is necessary to accommodate existing and projected industry and residential demand; temporary tanks will be used to maintain service while construction proceeds. Legal and finance staff advised that design-phase work can be funded from designated sources and that final construction funding will be determined when grants or loans are secured.
Council members voted to approve the measures as amended; recorded votes were unanimous in favor for the items as presented at the meeting.
