A proposal to resubdivide a parcel off South Concord Road into multiple lots drew extended public comment and council debate on Feb. 6 before the Plaquemines Parish Council deferred action to allow the parish’s sewer and permitting staff to provide technical answers.
The proposal would resubdivide property held by Arbella Realty LLC (application referenced on the agenda) into several lots; opponents and nearby residents said the small access road and existing sewer infrastructure could not support additional households. “We’re putting 44 housing units there,” resident Rick Jackson told the council, saying the nearby road curve and current traffic volumes made the location unsafe.
Multiple council members said they were sympathetic to both the property owner’s right to develop zoned land and residents’ infrastructure concerns. Council member Champagne said he had asked the sewer department for a definitive technical review; the sewer department’s initial response in the packet said customers must confirm depth and size of sewer outlets but did not state that the submitted plans were adequate. “That doesn’t say it fixed it,” Champagne said. “So without that, I can’t move forward.”
Council members also debated whether the parcel’s mobile-home (MH) zoning meant future development would be handled primarily by the permit office rather than returning to the council for additional approvals. Council member Newsom summarized that zoning and subdivision are separate processes: if a property is properly zoned, subsequent permit-level development can proceed through the permit office.
After extended discussion that included traffic-safety and U-turn concerns at the Concord–Highway 23 curve, Councilman Newsom asked to defer the item to allow staff to obtain clarifying information. He formally deferred the resubdivision and asked administration and the parish engineer to provide the sewer department’s technical assessment before the matter returns to the council.
Council members said they expect the parish’s permit and sewer staff, and the parish attorney if needed, to address whether existing lines, tie-ins and depths are adequate for the proposed lots and whether DOTD involvement will be required for access or turn-lane improvements. No final zoning change or permit was approved Feb. 6.
