Committee approves $115,000 contract for daily potable water testing at Ulster County Fairgrounds

The Public Works and Capital Projects Committee on April 7 approved a $115,000 contract with H2O Innovation Operation and Maintenance LLC to provide potable water sampling and laboratory testing at the Ulster County Fairgrounds for the coming year.

Committee members questioned the contract price and what the work includes. Staff said testing covers daily sampling during the fairgrounds operating season (May–October) and multiple sample points depending on use; the vendor conducts sampling in the field, transports samples to its laboratory and performs bacteriological and other required tests. Staff noted that fairgrounds systems are highly regulated due to past contamination events at similar facilities, and daily testing and multiple sample locations were described as necessary if various parts of the grounds are used (for example, RV hookups, bunkhouses or other occupied buildings).

When asked about per‑day cost, staff reported the contract breaks down to approximately $638.88 per day across the testing period (as explained in the meeting). Committee members discussed alternatives such as hiring a year‑round technician but noted liability and regulatory requirements tied to lab testing and certification. Staff said the vendor provides the sampling, lab analysis and reporting.

Legislator McCullough moved the contract award; the committee approved the resolution. The committee recorded approval with a 5‑member affirmative vote.

Committee members asked staff to confirm bid responsiveness and whether competitive bids were received; staff said the vendor bid following the required site visit. Members said they would monitor cost and procurement options over time.
