Warren County Board passes package of budget, capital and program resolutions; approves Brownfield planning grant and airport lease changes

Representative recorded outcomes included: Resolution 85 (supplemental appropriation) — passed with 866 votes in favor; Resolution 86 (amend 2025 county budgets) — passed with 866 votes in favor; Resolution 122 (personnel/table of organization and salary changes) — passed with 866 votes in favor; Resolution 127 (increase capital project H437 boardroom renovations) — passed; Resolution 128 (appropriate funds for DPW reallocation recommendations) — passed; Resolution 129 and 130 (insurance reserve fund appropriations for claims/deductibles) — passed; Resolution 131 (appropriation to cover settlement installment payment) — passed; Resolution 132 (establish capital project H442 Brownfield Opportunity Area) — passed; Resolution 135 (transfer reserves to cover increased boardroom project costs) — passed; Resolution 137 (amend 2025 public health budgets) — passed with a recorded tally of 821 votes in favor.
During debate, County Planner Ethan Gary explained that the Brownfield Opportunity Area grant from the New York State Department of State will fund an inventory of vacant and underutilized parcels countywide to assess redevelopment potential; the state grant covers 90 percent of program costs with staff contributions covering the remainder. County facilities committee materials show the airport actions include authorizing FAA and New York State Department of Transportation grant applications for apron and taxiway reconstruction at Floyd Bennett Memorial Airport and amending solar land lease termination dates for Northern Gateway Renewables LLC and Southern Gateway Renewables LLC.
A motion to amend the vendor list for on‑call heavy and highway construction contracting (Resolution 113) updated the primary and contingent bidders after bids were opened; the board approved the amendment and the revised bidders list.
