The presenter said the county handled civil-service functions for the county, schools, towns and villages and reported a year-over-year increase of 25 hires between 2023 and 2024. The office administered 102 exams last year with 460 candidates and said it had created 64 positions and classified roles for local schools and villages. The presenter said the office is transitioning its applicant-tracking system from an older platform to NeoGov to improve data access and reporting, and that the county is upgrading its time-and-attendance system and planning employee training by year's end.
The presenter said they plan to submit additional rules resolutions to the civil service commission to move more titles into competitive classes for recruitment, but that the commission has been backlogged and approvals can take months. The office continues routine updates to the employee handbook and said recruitment efforts using job sites and local job fairs have produced applications and internship interest.
Supervisors then discussed Saratoga BOCES, which is moving administrative functions out of Washington County. Several supervisors argued that if the BOCES administration and employees will be based in Saratoga County, Saratoga should administer the BOCES civil-service functions rather than Washington County. The presenter said historical practice left the administration with Washington County when BOCES earlier chose Washington County; supervisors signaled interest in pursuing a transfer but noted state rules and historical arrangements could affect the outcome.
No formal vote was taken on the BOCES administration issue at the March 13 meeting; supervisors asked staff to investigate options and report back to the committee.
