Engineering grants committee adopts higher insurance thresholds for large projects and clears Paradise sewer bid schedule

Brian and the project engineers described the proposed supplemental insurance thresholds during the meeting. The committee adopted a graduated schedule: for contract amounts less than $1,000,000 the minimum general liability would be $1,000,000; for $1,000,000–$5,000,000 minimum $2,000,000; for $5,000,000–$10,000,000 minimum $3,000,000; and for contracts greater than $10,000,000 minimum $4,000,000. The committee approved applying those limits to the current project and directed staff to prepare a policy amendment for future projects.
Committee members were told legal review and other front‑end items are complete; the remaining supplemental condition items (insurance thresholds and a few front‑end selections) were to be finalized by Thursday so the bid advertisement could run. Infinity Engineering reported a recommended May 28 bid opening date with a May 14 pre‑bid, although the engineering consultant suggested pushing deadlines by one week to allow newspaper notice and final parish selections; the parish’s newspaper cutoff, staff said, permits next‑week advertising if documents are submitted by Thursday.
The committee also authorized RFQs for engineering services for Ward 4 (Supreme/Maury area), accepted a high score recommendation for a Saint Vincent project round 2 selection, and approved submitting applications for LCDBG funding (Freetown Lane) and to procure administrative and engineering consultants for the LCDBG fiscal cycle.
Votes: the committee voted to accept the proposed insurance limits for the project so staff can issue an addendum and proceed with advertisement; motion carried. The committee also moved ahead on RFQs and funding applications contingent on required cost analyses from the Office of Community Development.
