Resident urges support as council approves levee easement conveyances for Southeast Connector project

Before the vote, Heather Armstrong of Ward 2 addressed the council in favor of maintaining flood protections. Armstrong said she previously lived in the Chicago region, which experienced frequent flooding, and urged the council to support protections that prevent property damage like the 1993 floods she referenced.
"I think we need flood protection so things don't get flooded out like it did in '93," Armstrong said.
Council voted “7 yes. Motion carries.” The action is recorded as a conveyance of required easements to the federal government to allow relocation of a portion of the Southeast Des Moines levee system associated with the Southeast Connector, Southeast Thirtieth Street to U.S. Highway 65 project. The motion did not include additional conditions recorded on the meeting record.
Staff and the council did not provide a separate dollar amount for the easement transactions on the record during the verbal discussion at the meeting.
