Commission hears draft tenant grievance policy; approves resolution supporting 2025 annual plan for HUD

Malaya, a housing office staff member, told the Davenport Housing Commission on April 14 that staff have drafted a tenant grievance policy to formalize how complaints from program participants and landlords are logged, investigated and resolved.
"We have to provide the landlord an opportunity to respond," Malaya said, explaining the proposed process. She said staff intend that complaints be opened and closed within 30 days where possible and that the policy will explain required documentation, the investigation steps and how the housing office will track repeat complaints against landlords.
Malaya said the draft grievance policy will be presented to the commission for formal approval once staff finish the forms and process documentation. "When I am prepared for approval, commissioners, we will present the policy. We will present the process and we will present the forms to the housing commission," she said.
Separately, the commission considered a resolution supporting the authority’s 2025 annual plan, which the Department of Housing and Urban Development (HUD) requires. Matt read the resolution into the record as "Resolution 2025-04-01" and noted the plan had been available for public comment for 45 days. The commission moved, seconded and approved the resolution by voice vote.
Ending: The tenant grievance policy remains a draft; staff plan to bring finalized forms, process details and a proposed tracking approach back to commissioners at a future meeting. The commission signed and will forward the 2025 annual plan paperwork to HUD per federal requirements.
