Resident urges sanitation and services for West Third Street encampment; CAC to forward concern

At the April 7 Davenport City Citizens Advisory Committee meeting, resident Robin Priestley told the committee she lives at 809 West Third Street and described sanitation, trash and public-safety problems associated with people living near a local shelter and on the street.
Priestley said she has collected videos documenting “defecating, [expletive] activity, robbery” and other incidents and asked the committee to advise city leaders about providing portable toilets and trash collection. “If you really want economic development, you need to not have people, living on the street,” Priestley said, arguing the city should provide basic sanitation or consider tiny-house solutions.
A committee member responded that the CAC is a recommendation body for HUD budgeting and may not have direct authority over street sanitation; staff said the committee would pass the concern along to the appropriate parties. Heather told Priestley the CAC would forward the matter to the entities that handle those issues and noted the committee’s role is focused on HUD-funded allocation recommendations.
The committee did not take formal action on the resident’s request; the public comment was recorded and staff acknowledged they would transmit the concern to the relevant city departments or elected officials.
