Commission forwards Smart Middle School subdivision to council to enable reconstruction project

The Plan and Zone Commission on March 18 forwarded final plat F25-06, requested by Davenport Community School District, to City Council to support reconstruction and redevelopment of Smart Middle School at 1934 West Fifth Street.
City planner Matt (staff member) said the subdivision consolidates the campus onto a single lot, re-establishes easements and earmarks areas for stormwater detention and water-quality facilities that will be owned and maintained by the school district. The project retains the existing gymnasium, adds a new building on the east side, and uses the west portion of the site for driveway access and outdoor recreation; the city previously vacated West Fifth Street for the project.
Daryl Brickner of IMEG Corp., the land surveyor who prepared the plat, stepped in for the project engineer and answered technical questions about the subdivision plat. Staff recommended that building setback lines be removed from the plat (they are not required) and that a note specify the district will own and maintain stormwater facilities.
Commissioners had no substantive objections and the motion to forward the plat to City Council carried. The plat is intended to streamline permitting and easement recordation needed for the school reconstruction project.
