Commission forwards plat that separates MidAmerican substation parcel; substation planned for 2027

Plan and Zone Commissioners on March 18 voted to forward final plat F25-05, which divides 35.24 acres near Rockingham Road and South Utah Avenue so MidAmerican Energy can acquire a southern parcel for a future electrical substation.
Staff described the site as currently zoned agricultural and outside the urban service boundary, with industrial zoning to the south. The proposed plat separates the site into two lots and shows a shared-access easement to serve a rear parcel; staff recommended that the petitioner also provide an access easement to the adjacent property immediately to the east because that property currently uses the driveway.
Marty Dostelik, civil engineer representing MidAmerican Energy, told the commission the substation itself is not planned until roughly 2027 and that MidAmerican supported staff’s recommended conditions. "At this point we're not doing anything for the substation itself. We're just trying to get their land purchased," Dostelik said.
The commission forwarded the final plat with the staff conditions to City Council. Commissioners asked whether Linwood Mining and Minerals Corporation actively mines in city limits; staff said they do not believe active mining occurs within city limits and that much of the applicant’s land use is agricultural for now.
The forwarded plat preserves existing access and provides for MidAmerican’s future infrastructure needs while requiring an access easement to the adjacent property.
