Scott Cokes, Development and Neighborhood Services staff, said the modification is required because the project’s footprint increased by more than 10 percent compared with the administratively approved plan. Staff noted the application tracks materials and conditions the board approved in earlier 2023 and 2024 reviews and recommended approval with the same six conditions previously imposed.
