House committee introduces RS 32801 to advance tax trailer provisions from HB 435

The House Revenue and Taxation Committee introduced RS 32801 on April 1, 2025, and recommended it for placement on the second-reading calendar after a brief sponsor presentation and a voice vote.
Representative Jeff Ehlers, District 21 (Meridian), told the committee RS 32801 largely mirrors the tax trailer language from House Bill 435, which passed the House unanimously. "This was the tax trailer bill, that went unanimously through the floor, House Bill 435," Ehlers said. He told the committee the Senate amended a portion of the bill that addressed an "assessment ratio between 9,110," and the sponsor removed that part so the remainder of the bill could proceed. "You may see something coming from them later on that," Ehlers said, referring to potential Senate action.
Ehlers also said the only other change in RS 32801 is language the state comptroller’s office requested to make explicit that funds will move from the tax relief fund to the School District Facilities Fund (page 17 of the draft), a clarification he described as ministerial. "The state comptroller's office just wanted a little language to clearly state the money's coming from the tax relief fund to, the other fund to the school district facilities fund," he said.
Representative Weber moved to introduce RS 32801 and recommend it be placed on the second-reading calendar. Representative Birch voiced support, saying she was "delighted that we have finally reached the halfway point of the session." The motion was adopted by voice vote; the chair declared the motion carried and RS 32801 introduced and recommended to the second-reading calendar.
No additional debate, public testimony, or amendments were recorded in the committee transcript. The committee adjourned following the action and indicated it would reconvene subject to the chair's call.
