Staff: National Register nomination moving forward; COA follow-up, commissioner vacancy addressed

City staff reported that a National Register of Historic Places nomination covering Chautauqua Park and Ridgewood neighborhoods is in progress and remains under review by the State Historic Preservation Office. The consultant submitted an initial draft in December, staff returned comments in January, the consultant resubmitted and received a second round of state comments in late March, and the consultant is now addressing those comments.
Staff said the nomination was originally expected to go to the state nominations review committee in June but now appears more likely to be considered in October or later. If the state committee approves the nomination, staff said the consultant would make any further recommended changes before the nomination is forwarded to the National Park Service for final listing on the National Register of Historic Places.
On other business, a commissioner asked about enforcement and follow-up for a recently approved certificate of appropriateness (COA) for a chimney replacement on a Queen Anne house. Staff explained that COA conditions are tied to building permits; the building permit has a one-year completion window, and staff inspects the work when the permit is closed out to confirm the project matches the approved COA.
Staff also announced that commissioner William has resigned and is moving outside of Ames. The mayor will consider applicants and submit a nominee to the City Council for approval to fill the vacancy.
