Council authorizes immediate towing and enhanced nuisance-party penalties for Welcome Weekend enforcement

The Ames City Council adopted two measures intended to reduce safety and public order problems during the university Welcome Weekend: a resolution authorizing immediate towing of illegally parked vehicles in designated areas on the specified Saturday, and a resolution authorizing enhanced nuisance-party penalties during the same event period.

Police and parking staff said the immediate-towing authority—first adopted by ordinance in July 2022 and used in prior years—has reduced illegally parked vehicles and allowed emergency vehicles to navigate previously congested streets during the event. Staff noted this year presents a new wrinkle: a football game scheduled overseas (in Dublin) on the same Saturday could increase visitor traffic during the same period. To address that unpredictability, staff asked the council to authorize immediate towing (the council’s motion authorized towing on Saturday, August 24, 2025, from midnight to 11:59 p.m., according to the motion language adopted).

Staff described the city’s notification plan: door-to-door outreach where feasible, e-mail notices to apartment managers and owners, university and city publicity, electronic message signs if available, and lime-green warning signs placed at affected streets when staffing allows. Staff said towing had totaled roughly 300 vehicles in each of the past three years when the authority was used.

On nuisance-party enforcement, police said the city will again use enhanced penalties for nuisance parties beginning the Friday before Welcome Weekend through the early hours of Sunday; the department intends to focus enforcement on a small number of properties that historically draw very large illegal gatherings. Officers said the city typically issues citations to tenants for initial violations and notifies property managers and owners; repeated violations could result in citations to property managers or owners if the same locations see repeated large parties. Council members and staff discussed additional tools—such as tying compliance to letters of compliance (rental licensing) or charging property owners for emergency response costs—as potential future steps if voluntary compliance and targeted enforcement do not sufficiently reduce the problem.

Council approved both resolutions by roll call.
