City Clerk Adrienne Breitfelder presented the City Clerk—s Office FY2026 budget on April 2 and highlighted recent digital transitions and process improvements, including migration of council agenda management to CivicPlus and a new permit portal for special events.
Modernization efforts: Breitfelder said the office transitioned council agenda management from Novus to CivicPlus in October and moved special-event permit applications to CitizenServe to enable online payments and more efficient staff review. The office plans to migrate remaining clerk-managed licenses and permits to CitizenServe so customers can apply and pay electronically and staff can use integrated review workflows.
Public-safety connections: Breitfelder noted the Clerk—s Office provides civil service support for police and fire hiring under Iowa Code chapter 400 and performs background checks for solicitors and taxi drivers; both functions are designed to reduce risk and protect residents.
Boards and records work: staff also reorganized decades of council legislation storage to improve access and intends to migrate boards-and-commissions agendas into CivicPlus for consistency across city meetings. The Clerk—s Office will track open-records requests through Report to DBQ when that system launches.
