Council approves consent agenda including contracts, procurement and a city manager job description

Sioux City Council approved the meeting’s consent agenda, which bundled routine and contract items including grant applications, contract awards, procurement actions and a revision to the city manager job description.

The consent agenda included a resolution authorizing application for the U.S. Department of Transportation’s Promoting Resilient Operations for Transformative, Efficient and Cost-saving Transportation (PROTECT) grant for the Bacon Creek conduit relocation project and a resolution amending the position classification manual with an updated job description for the city manager as part of the recruitment process. It also included contract and procurement items: a traffic safety funding agreement with the Iowa DOT for a three-lane conversion project; an award for marina dredging services; a contract for demolition of 615 and 625 Douglas Street; release of a HOME Investment Partnership Program mortgage for properties at 800 River View Drive; and purchase orders for hydrants and a truck-mounted high-pressure sewer cleaner.

Jeff Dieter, fleet manager, described testing two sewer-cleaning units and said staff preferred the Armor Equipment machine because it was more operator friendly. Dieter said the winning quote included warranty information that the first quote lacked. Council members pressed staff for price-comparison information; staff said the purchasing agent used Sourcewell cooperative purchasing pricing and that they would obtain additional cost comparisons when available.

The council approved the consent agenda unanimously on the record during the meeting (consent vote recorded as 5-0). Council members asked staff to provide the supplemental pricing and warranty comparisons related to the sewer-cleaner procurement before final purchase paperwork is completed.
