Council adopts 2024 International Building and Fire Codes and amends disabled parking rules

The Iowa City Council voted unanimously to adopt the International Building Code 2024 edition and the International Fire Code 2024 edition and to amend local parking rules governing spaces for people with physical disabilities.
Staff requested expedited consideration and the council voted to suspend the rule requiring two readings so the ordinances could be finally passed at the same meeting. For the building code update the council adopted amendments to Title 15, Chapter 1 to incorporate the 2024 International Building Code and the International Residential Code, along with state electrical and plumbing/mechanical code provisions referenced by the Code of Iowa. For the fire code the council adopted the 2024 International Fire Code to regulate protections against fire, explosion, life-safety and health hazards.
Council also approved an amendment to Title 9 (Motor Vehicles and Traffic) to revise the local provisions that define required access and aisle dimensions for parking for people with physical disabilities.
Each ordinance passed on roll call by a 6-0 vote after the council suspended the second-consideration rule and voted for final adoption. Councilors discussed the motions briefly but no substantive amendments were offered during the meeting record.
The adoptions update local code references to the 2024 model codes; the changes will be reflected in the city code and applied during plan review, permitting and inspections under the updated standards.
