Library director reports limited IMLS update; board told several bills remain active

The library director told the Iowa City Public Library Board of Trustees there was not yet a substantive update about the Institute of Museum and Library Services (IMLS) funding in response to a recent executive order, and that the department is monitoring several state bills that could affect library operations.
The director said some federal commentary argues IMLS funds already align with statutory functions identified by the executive order, and staff continue to monitor for guidance and next steps. Trustees were told the legislative “second funnel” deadline is April 4; by that date, policy bills typically must pass their home committee and the chamber to which they were assigned.
The director named several bills the library is watching: HF 880 (the “enriched Iowa” bill), HF 521 (an obscenity-exemption bill), SF 493 (a proposal to prohibit local governments from spending tax dollars on lobbyists) and SF 503 (an open-records bill that could broaden communications subject to disclosure). Staff said it is not yet clear whether the Iowa Library Association (ILA) or American Library Association (ALA) would fall under the open-records expansion and that the language in the bills requires further review.
Board members asked for a follow-up packet that outlines the federal executive order and the statutory and regulatory pieces that govern IMLS funding; staff agreed to provide a breakout of those authorities at the next meeting.
