Staff review and selection: County staff (proposal review team: county manager, LaDonna Combs and Lydia Mangano) evaluated two proposals received under RFP 2025‑04: Assist to Build and InTouch Consulting. Staff reported that InTouch, based in Live Oak, has prior experience administering CDBG funds for Baker County and other local governments and earned the highest staff score. Spencer Neighbors of InTouch was present at the meeting.
Contract terms: The contract for administration is for the $101,250 fee (13.5%) to be paid over the grant lifecycle (about 30 months). County staff told the board the grant allows up to 15% administrative costs and InTouch proposed 13.5%; staff also noted a 1.5% contingency to cover incidental expenses if necessary.
