Airport commission approves updated hangar lease language, accepts solar work and advances hangar-construction planning

The Iowa City Airport Commission voted to adopt updated hangar lease language, accepted final work on a solar-panel installation and moved forward with planning for new T-hangars, the commission said at its March meeting.

Airport staff told commissioners the revised lease language is intended to encourage use of hangars and enable enforcement when hangars sit unused. "The last few months, the airport commission has been talking about updating lease language to try to encourage, maybe some non active flyers to maybe make some different decisions," an airport staff member said. The commission approved the language by voice vote.

The changes discussed include naming a specific aircraft on an insurance certificate to satisfy the airport's coverage requirement, a requirement for evidence of active progress on homebuilt aircraft, and provisions that would allow the airport to pursue eviction through regular legal channels when informal resolution fails. Staff said the policy as drafted does not set a firm time frame for repair or inactivity in every circumstance; commissioners and commenters repeatedly said a specific deadline for inactivity was not included. A public commenter noted that some tenants rotate aircraft through hangars frequently and that temporary replacement insurance certificates are often not provided.
