The Iowa City Civil Service Commission certified a hiring list for police officer candidates at its Feb. 21 meeting, approving a recommended list of four candidates after written testing, physical fitness evaluation and interviews, a staff member said.
Commission staff told commissioners the department received 53 applications for this testing cycle and that 16 candidates completed a written test offered over three days. "We had 10 candidates who qualified for physical fitness testing by either passing the POST here or having a passing POST test on file with the testing company," a staff member said, adding that 3 candidates opted not to participate and eight were interviewed, yielding a recommended list of four candidates, one of whom is certified.
The commission's discussion focused largely on process details rather than policy changes. A staff member described adjustments to scheduling aimed at ensuring recruits can join the state academy in Des Moines: "They stopped doing that for obvious reasons ... it's now on a first-come, first-served basis," the staff member said, and added that the department is moving its internal timeline earlier to submit names before academy classes fill. The staff member also said HR has been "very accommodating" by offering flexible written-test dates, one-on-one physical testing when needed and remote interviews by Zoom for candidates who could not attend in person.
Commissioners asked clarifying questions about how recent administrative changes and state funding might affect local hiring. A staff member responded that a few grant-funded positions, including a domestic-violence position and the drug task-force officer, have not been affected. No formal change to hiring policy or funding was proposed.
The commission voted to approve certification of the hiring list. A motion to approve was made and seconded; the chair called for the ayes and announced the motion approved. The meeting concluded after a motion to adjourn was approved.
