The commission approved a site plan amendment April 8 to allow International Paper to build a 969,000-square-foot corrugating/manufacturing facility north of the Canadian National Railroad along Leversea Road in the M2P Planned Industrial District.
Staff described the project as a precast-concrete building designed to produce corrugated boxes, with water-based inks and starch-based adhesives. The applicant estimated initial truck traffic at 100–110 trucks per day, rising to an estimated 130–140 trucks per weekday after three years; staff said the facility will also receive about 22 railcars inbound and outbound on a regular basis. Staff emphasized the site’s intended industrial role in the Waterloo Air & Rail Park (WARP) and said utilities and collector/arterial connections are available.
Staff recommended approval subject to the final site plan meeting applicable codes. During the vote a commissioner stated, “I am abstaining because I got a conflict of interest with this.” The abstention was recorded while other commissioners voted to approve; the motion carried.
International Paper’s project includes about 24,000 square feet of office space within the building, employee parking shown for 150 stalls, trailer parking for approximately 200 semi-trailers, and three truck ingress/egress points from Leversea Road. Engineering asked to begin drainage and SWPPP review as soon as possible.
