The commission tabled action on the Teedeman Estates First Edition preliminary plat after extended public comment from nearby residents who said the neighborhood experiences recurring flooding, ageing drainage infrastructure and noise from the adjacent interstate.
Staff presented the eight‑acre proposal for 21 single‑family lots and one public detention lot. The applicant’s engineer, Doug Brain, and developer Brock Teedeman said the design includes a roughly two‑acre detention basin to manage site runoff and that surface drainage will be directed into that basin. Teedeman said he planned to landscape the highway edge and consider shrubbery to reduce noise transmission.
Nearby residents described repeated flooding in storms and expressed concern that the existing storm infrastructure — including older pipe and culverts — is insufficient. Multiple neighbors said they perform maintenance in the unpaved access road and maintain backfill and culverts to keep water away from yards. Residents questioned building lots with rear yards near the I‑380 right‑of‑way and asked how the city or developer will address existing sanitary and storm sewer issues. Residents also raised safety and traffic concerns on small local streets.
Commissioners debated but did not vote to approve. After discussion members expressed unease with the current layout and recommended the developer revisit lot arrangement, buffering near the interstate and street section (a number of existing adjacent roads are seal coat and may require resurfacing after construction). The applicant agreed to return with revised options and city staff said they will work with the developer; the commission voted to table the preliminary plat to allow further review and potential redesign.
