Superintendent signals opposition to proposed open-enrollment bills, plans district resolution

Superintendent Dr. Martin Knox told the Raytown Quality School District Board of Education on March 10 that he plans to present an open-enrollment resolution for board consideration and urged the board and community to oppose proposed state bills on open enrollment.
"I will be bringing that forward to the board for your consideration," Dr. Martin Knox said during his superintendent’s report, referring to an agenda item listed as 8.6. He identified the bills in discussion as Senate Bill 215 and House Bill 711 and said he believes parents deserve options but that the impact of open enrollment on the district and the community would be "huge." He asked the community to familiarize itself with the bills and to contact local legislators and senators to express concerns should the bills pass.
Dr. Knox described his role as advocating for children and asked the board to consider a position that Raytown not participate in open enrollment. The board did not take a vote on that resolution at the March 10 meeting; Dr. Knox indicated the resolution will be brought forward for future consideration.
Why it matters Open-enrollment policies, if enacted and adopted by districts, can change student enrollment flows, funding allocations and planning for staffing and facilities. The superintendent framed the proposed resolution as a protective measure for the district and community; no formal board action on the resolution was recorded on March 10.
