Missoula County opens hearing to ban parking on Fortieth Avenue near Target Range Elementary

Missoula County Public Works on Tuesday opened a public hearing on a proposed resolution to prohibit parking on a section of Fortieth Avenue adjacent to Target Range Elementary School, citing blocked sight lines and risks to pedestrians.
The resolution would bar parking on Fortieth Avenue from South Avenue for approximately 360 feet south, authorize the county to install signs and tow vehicles, and requests the Missoula County Sheriff enforce the restriction. Public Works presented the proposal and referenced Montana Code Annotated provisions authorizing county regulation of county roads and removal of illegally parked vehicles.
"Public works would like to open a hearing, to and propose a resolution for no parking on Fortieth Avenue," said Jason Mitchell of Missoula County Public Works, who presented the proposal and the map shown as exhibit A. Mitchell said the hearing record will close on May 1 at 2 p.m. and made a direct offer for public comment: "Feel free to contact me, by email, jmitchell@missoulacounty.us, or call the Public Works office, and, we would be glad to accept any and all public comment on this issue."
Public Works described the proposal as a response to safety and operational concerns after requests from Target Range School, saying parked vehicles adjacent to the school block motorists' line of sight and pedestrians. The resolution as read would specifically prohibit parking along the stretch adjacent to and across the street from the school's parking lot and directs the county chief public works officer to place appropriate signs indicating the restriction.
No vote was taken Tuesday; the item remains in the public-comment phase. The county cited Montana Code Annotated sections in support of the authority to adopt the parking regulation and to remove illegally parked vehicles. The hearing's exhibit A, presented by Public Works, shows the exact block where the restriction would apply.
The county will accept written and verbal comment through the close of the record on May 1 at 2 p.m.; Mitchell provided an email and the Public Works office number for submissions. The commission did not set an implementation date beyond directing signage and requesting sheriff enforcement should the resolution be adopted.
