County legislative staff provided an update on two state bills: Senate Bill 90, which would direct certain rental-car and lodging taxes to property tax relief, and House Bill 2, the state’s main budget bill.
Chad, legislative staff, summarized SB 90: "SB 90... is the bill that moves money from rental cars and bed tax, to use as property tax relief," and said the bill has been amended to carve out the portion of those taxes that fund tourism grants through the Department of Commerce. Chad said the amendment reduced business opposition and that the business community has moved to support the bill.
Chad explained the distribution mechanism is a complex formula administered by the Department of Revenue. He said the formula divides the funds and sends each county a check based on taxable values and that the relief would apply to homes with taxable values under $2,000,000. Chad described the formula as tied to both population and property values and compared the process to an entitlement-share distribution handled by the state.
On House Bill 2 (HB 2), Chad said the budget language is broken into sections handled by subcommittees; those sections go to full appropriations and the departments may request items be restored. He said the house will begin full debate soon and that the legislature is nearing the final month of session, with the revenue bills and HB 2 among the primary remaining tasks.
No formal county action was taken on the legislative update; the discussion was informational. The update referenced the Department of Revenue and Department of Commerce roles in administration and distribution but did not commit county funds or adopt county positions beyond prior correspondence recorded elsewhere in the meeting record.
