Committee approves Stage 1 RIDE submission, selects SLAM for architectural negotiations and expands building committee

The Smithfield School Committee voted to submit its Stage 1 application to the Rhode Island Department of Education (RIDE), authorized the district to enter negotiations with architectural firm SLAM, and amended the school building committee roster to add a parent member, Zachary Smith.

Patrick Grobler and Debbie Faith, identified as the owner's project managers (OPM) from Colliers, told the committee the Stage 1 packet—intended to establish project need—was assembled and ready for submission after the committee and town approvals. "We will submit by the end of the week," one staff presenter said, noting the new RIDE portal simplifies submission.

Committee members asked whether items listed in the Stage 1 packet commit the district to specific construction work. Staff and presenters said Stage 1 establishes need and that the project list can be adjusted in Stage 2 once designers and further options are developed. Staff clarified the Stage 1 submission does not include two separate emergency projects (described in the meeting as two $2.5 million fiscal-year projects) addressing distinct special-education space moves.

On architectural procurement, staff reported SLAM received the highest evaluation score from the review panel and met qualifications, bonding and insurance requirements. The committee voted to authorize the district team to enter negotiations with SLAM for architectural services.

On school building committee membership, the committee discussed required roles under the town charter and the value of adding a parent with trades experience. The committee voted to amend the proposed membership and to add Zachary Smith as an additional parent/community member; the amended motion passed.
