The Faribault Public School District School Board on March 17 approved a set of policy updates, personnel nonrenewals and contractual renewals during its business meeting, taking a mix of roll-call votes and voice votes on items reviewed by the policy and finance committees.
The board approved the second reading of three policies — interviews of students by outside agencies (Policy 519), a Title IX nondiscrimination policy (Policy 522) and the district testing plan (Policy 614) — by voice vote. The board then approved Policy 418 (Drug-Free Workplace; Drug-Free School) on second reading after rejecting two member-proposed amendments that would have required parental consent for certain referrals. Board members cited legal advice that the proposed changes would impose obligations beyond state law. The final Policy 418 passed on a roll-call vote, 5-1.
The board also approved Policy 721 (Uniform Grant Guidance) as revised to reflect federal guidance (roll-call: passed with one abstention), rescinded Policy 537 (Positive School Expectations) (6-0), and referred a proposed amendment to Policy 515 (Protection and Privacy of Pupil Records) back to the policy committee for legal review (motion to refer passed 5-1). The board accepted several gifts and donations and approved the MetLife dental coverage renewal for fiscal 2026 (July 1, 2025–June 30, 2026), both by roll-call votes, 6-0.
On personnel matters the board approved resolutions to nonrenew several probationary teachers and probationary administrators for the 2025–26 school year. The district's human-resources representative explained these nonrenewals are typically listed when employees lack the proper Minnesota license for an assignment, are subject to budget-related reductions or are being nonrenewed for performance reasons; affected staff may later apply for posted openings if they have or obtain required licensure. Both nonrenewal resolutions passed by roll-call votes, 6-0.
Finance and operations updates included a finance committee report that noted February student counts were up 21 students from the prior month but remain about 44 students below budget for the year; the district is monitoring higher HVAC heating costs after cold weather; cash and investments remain healthy; and administration is proposing a two-budget presentation schedule (adopted budget in June and one revised budget in May) to simplify year-to-year presentation. The finance committee also reviewed the MetLife dental premium increase (about 8%) that the board approved.

Two proposed amendments requiring parental consent for referrals were defeated at separate roll-call votes before the policy passed in its original form. - Approval: Policy 721 (Uniform Grant Guidance, updated): approved (roll-call; result with one abstention; board reported outcome as passing 5-1 with one abstention recorded). - Rescission: Policy 537 (Positive School Expectations): approved (6-0). - Refer for further review: Proposed amendment to Policy 515 (Protection and Privacy of Pupil Records) asking for parental-notification language: referred to policy committee and legal counsel for review (motion to refer passed 5-1). - Resolution: Accept gifts and donations listed in Resolution 2025-26: approved (roll-call 6-0). - Contract approval: MetLife dental coverage renewal for fiscal 2026 (07/01/2025–06/30/2026): approved (roll-call 6-0); administration said the renewal carries ~8% increase. - Resolution: Probationary teachers to be nonrenewed for 2025–26 (Resolution 2025-25): approved (roll-call 6-0). - Resolution: Probationary administrators to be nonrenewed for 2025–26 (Resolution 2025-27): approved (roll-call 6-0).
Board members and staff who spoke during the policy and personnel discussion referenced written legal guidance from the district attorney that the board’s proposed parental-consent amendments would impose obligations beyond Minnesota statutory requirements and could expose the district to claims if not followed uniformly. The attorney’s guidance, as read into the record, indicated current policy language already implements the opt-out approach required by Minnesota law for certain instruction.
The superintendent and finance director provided committee updates on contracts, student counts, self-insurance claims and cash positions. Facilities committee members reported on lawn-service bids, HVAC testing and balancing quotes, and glycol replacement projects at individual schools. The board chair said the next policy-committee meeting is scheduled before the May business session; items referred to legal counsel will return to the policy committee for recommendation before the board acts.
The board adjourned after noting upcoming dates for committee meetings and a joint boards session.
Ending: The board did not adopt member-proposed amendments that would have inserted additional parental-consent requirements into district policy; administration and the district attorney recommended keeping current policy language that aligns with state statute and opt-out procedures.
