Board approves resolution authorizing administration to recommend program and position reductions

The Owatonna School Board on Feb. 24 approved a resolution directing the administration to develop recommendations for reductions in programs and positions effective for the 2025–26 school year.
Superintendent Jeff Elstad told the board the item is the first of a two-step process. The board’s approval authorizes administration to identify affected positions; staff identified for nonrenewal will be notified and a personnel report will appear on the March 24 agenda if the administration moves forward with nonrenewals. “I have made a promise to our staff that if those that are impacted by any reductions will be discussed before it would come to any board votes so that they understand what's coming,” Elstad said.
Board members asked procedural questions about timing and fiscal context; Elstad confirmed the reductions are for the 2025–26 fiscal year and the district will present a separate personnel report with names and recommended nonrenewals at the March meeting.
The motion to approve the resolution passed by voice vote.
