Board approves most policy revisions after second reading; members split on two policies

At its Feb. 24 meeting the Owatonna Public School District board completed the second reading of multiple policy revisions and approved the majority of changes after committee review and discussion.

The policy committee, staff and administration reviewed policies including the drug-free workplace (policy 418), library-materials (policy 606.5) and student/academic policies. Board members discussed whether certain reports to the state (library-materials reporting) require explicit board review; the committee recommended allowing district leadership to submit required reports without a separate board sign-off.

One board member raised a procedural and substantive objection to policy 601, saying the policy “states an opinion, stating that, basically assuming institutional racism and that students continue to be treated in that way,” and therefore preferred to vote separately. That concern led the board to pull policies 601 and 606.5 for separate consideration. The board then voted to approve the remaining slate (policies 418, 603, 604, 609, 613, 606, 619, 707) and later voted to approve policies 601 and 606.5.

District leadership said the district will follow the challenge/reconsideration process for library materials as written: a community review committee reviews contested items and administration will operationalize removal or retention based on committee recommendation.

Votes recorded during the meeting: the board approved the slate excluding 601 and 606.5 by voice vote; later the board approved the remaining policies and then approved 601 and 606.5. No policy language changes were made at the Feb. 24 meeting beyond committee clarifications discussed publicly.

Why it matters: Policy 601 and 606.5 drew enough concern for separate votes, reflecting differing board member views on how the district handles equity language and board awareness of library-materials challenges.
