Roma council approves financial reports, contracts, appointments and an ordinance to reconfigure Quade Street

Financial reports: Council reviewed and approved financial statements showing combined fund totals and several transfer outs. Staff reported two transfers out, $200,000 for the industrial park and $50,000 for the capital projects fund, and noted a planned monthly transfer of $11,303.58 to cover specific service costs. A motion to approve the financial reports was moved and seconded and the motion carried.
Contracts and professional services: The council took action on several contracts and agreements, including authorization to purchase booster pumps and a switch tank under contract number 67222; execution of a professional-service agreement with Guzzo Puente, Zinta Mazima (name as read in the record); and extension of a professional-service agreement with AI Services (renewal from month-to-month to a one-year contract). Staff said the AI Services contract had been running month-to-month after the prior contract expired Jan. 31.
Emergency engineering services: The council approved hiring professional engineering services to support an emergency generator project funded in part by the Texas Division of Emergency Management and FEMA; staff said the initial step is to retain engineering support for generator work at the water plant.
Ordinance and appointments: The council took action on Ordinance No. 2025-3 to reconfigure Quade Street, changing the designation from one-way to two-way between Northwest Street and Isaiah Street. The council also renewed a legal-services contract with Avelia Biyani and reappointed members to the Economic Development Council, the former housing authority and the Arts & Culture Commission for multi-year terms.
Public safety and operations updates: Council received routine police and fire statistics for December 2024 and other operational updates, including ongoing downtown rehabilitation work tied to a TDACDM grant and progress on industrial-park infrastructure; staff said some projects are delayed by weather or contractor issues.
