Michigan committee advances school-safety bills after debate on drills, reporting and ISD staffing

The Michigan House Education and Workforce Committee on an unspecified date took up five bills from the House school-safety package, heard testimony from sponsors and outside witnesses, and adopted an H1 substitute making one bill’s requirements subject to appropriation.

The package included bills to require regular review of school safety plans and crisis teams (sponsored by Representative Schmaltz), increase the number of lockdown drills and require one drill during passing time (sponsored by Representative Linting), expand training and incident-response roles for school personnel (sponsored by Representative Glanville), mandate reporting of tips from the “Okay to Say” tip line to schools and local law enforcement (sponsored by Representative Regas), and require intermediate school districts (ISDs) to assign emergency and mental-health coordinators (sponsored by Representative Fairbairn). The committee adopted an H1 substitute for House Bill 4,227 that makes its requirements subject to appropriation.
