Council approves future land-use change and rezoning request near U.S. 83 and North Ebony Avenue

The City of Roma City Council approved a future land-use map amendment and a related rezoning request for properties near the northeast corner of U.S. Highway 83 and North Ebony Avenue, the council heard at its April meeting.
Development Services staff told the council the amendment would change an area’s designation from single-family to commercial retail office for roughly the area extending about 1,000 feet north of U.S. 83. “Development services is recommending approval of the future land use final amendment request from single family to commercial retail office,” staff said during the presentation.
The council also considered a change of zone for one specific parcel at 312 North Ebony Avenue, a roughly 2.02-acre lot owned by Juan Diego Garza, who has applied to rezone from Suburban Residential (SF) to General Commercial (C-2) for a proposed mechanic shop. Staff said adjacent properties are currently a mix of residential and commercial designations, the Planning and Zoning Commission had approved both items unanimously, and 22 surrounding property owners were mailed notices on March 17, 2025; staff recorded no responses to the mailed notices or the legal advertisement published March 12, 2025.
Council action combined the two items. A motion “to approve items 109 and 110 as presented based on the Development Services recommendation” was made and seconded by Councilwoman Villalius; the mayor called for a vote and the motion passed. Minutes record the outcome as “Motion carries. 3, 4, 2 absent.”
City staff emphasized that the comprehensive-plan amendment changes only the future land-use designation; any business that wished to open still must secure a formal change of zoning and comply with applicable city ordinances and departmental requirements. Juan Diego Garza appeared as the property owner’s representative and was present to answer council questions.
The council’s approvals update the future land-use map and the zoning status the owner will need before operating a commercial business on the site; no specific site plan or permits were approved at the meeting.
